La Prairie
La Prairie is two places. Outside the old town it builds like any Montérégie suburb. Inside Vieux-La Prairie, a deck answers to the province as well as the city — and almost nobody is told that before they start.
Local conditions
The first question is which side of the heritage boundary your address falls on, because the answer changes who has to approve the work.
The old town has been a declared heritage site since 1975 — several hundred buildings, including well over a hundred genuinely old ones. It is not an informal designation or a neighbourhood association: it is provincial status with legal force.
Inside the site, an owner must obtain authorization from the Ministère de la Culture et des Communications for exterior work on the building or on the land, under the Cultural Heritage Act. A deck is exterior work on the land. The ministry form goes in alongside the municipal permit application.
A municipal permit and a ministry authorization run on different clocks. A heritage-site project started in May is not a project you sit on in June, and that is the single most useful thing to know before choosing a start date.
The rest of La Prairie is post-war and modern suburban development on the same St. Lawrence clay as its neighbours: footings below the frost line, a city permit, no heritage involvement.
Permits
Everyone needs the city permit. Inside the heritage site, that is the second of two approvals, not the only one.
Heritage and municipal requirements change, and the boundary matters more than any general description of it. Treat the points above as orientation rather than as the final word: we confirm the status of your specific lot with the city before anything is scheduled.
